Achilles Bay, Bermuda

This scene from Achilles Bay north of St George’s in Bermuda has struck me as very odd. Why is there one railing out on this rock in the middle of the bay? Is this to keep me from falling in an getting wet? But wouldn’t I have to get wet to get out there in the first place?
